Citizenship means belonging, rights, and responsibility. In modern society, active citizenship includes voting, public debate, media literacy, and respect for democratic values.
Legal citizenship is your formal status, confirmed by a passport, which grants you rights like voting and protection from the state. Active citizenship is the voluntary participation in the life of a community to improve conditions for others or to shape the collective future. For example, a person may have Norwegian citizenship (legal) but choose not to vote or engage in any community activities. Conversely, a resident without citizenship might be an active community member by volunteering, organizing local events, or participating in public debates.
Participation means that citizens have the right and are encouraged to take part in political processes. Rule of law (rettsstatsprinsippet) means that everyone, including the government itself, is subject to the law; no one is above it. Minority rights ensure that groups who are not in the majority are protected from discrimination and have their voices and cultures respected. This is a crucial test for any democracy. These factors create social cohesion (sosialt samhold). Trust in institutions (like the government and the justice system) and between people is the glue that holds society together. Inclusion ensures that all individuals feel they belong and have a stake in society's success. Education equips citizens with the critical thinking skills needed to participate meaningfully in democracy, for eksempel for å gjenkjenne falske nyheter. Equal opportunity means that everyone has a fair chance to succeed in life, regardless of their background. …
